亞大人工智慧與校務分析研討會

亞洲大學邀請國際人工智慧專家，舉辦大數據論壇，談AI校務治理的運用。

12月27日於亞洲大學（Asia University, Taiwan）舉行的人工智慧與校務分析研討會，由亞洲大學大數據研究中心、金融科技與區塊鏈研究中心、與人工智慧暨區塊鏈國際產學聯盟共同主辦，東海大學與東吳大學協辦。在這個研討會中，邀請了國內外產學界人工智慧與校務分析專家與會，並由亞洲大學副校長林蔚君講座教授, 領英公司(LinkedIn)分析與資料科學總監, Chi-Yi Kuan, 美國鳳凰城大學企業析執行長, Dr. Roger Gung主講AI與大數據在校務分析與其他重點領域應分用多年。

新世代產業(金融X製造)數位轉型

從金融科技到工業4.0，IT正掀起金融、製造邁向數位轉型浪潮，從國際發展趨勢來看，API經濟成為高速鏈結產業及推動生態圈價值合作的關鍵。亞洲大學人工智慧暨區塊鏈國際產學聯盟主辦、臺灣金融科技股份有限公司、臺灣金融科技協會、東吳大學巨量資料管理學院、中央研究院資訊科學研究所及IEEE電腦學會台北支會共同主辦的國際研討會在12月6日順利舉行。與會貴賓包含有元大銀行、台新銀行、彰化銀行、國泰人壽、藍濤亞洲以及天來集團、建築中心等金融業、製造業等產業界菁英/會員機構共同給予熱烈響應與關注。

亞洲大學副校長林蔚君表示，金融科技競爭白熱化，開放銀行成為金融巿場兵家爭之地，根據IDC 在2018年公開發布的評比報告，新加坡是亞洲地區Open Banking準備度最高的國家，台灣是否能師法新加坡、在API經濟架構下，藉由Open Banking促成傳統金融和Fintech合作加速轉型？將是台灣金融業重突破。此外，製造業在邁向工業4.0/智慧製造之際，藉由資訊流整合的即時化、管理與流程優化智慧化，可以優化供應鏈整體競爭力。

此次研討會由國際知名市場研究機構IDC台灣區總經理江芳韻、純網銀籌備委員會總經理梅驊、台灣金融科技股份有限公司董事長王可言、資誠金融服務副總陳念平、中研院院士；同時也是新加坡大學講座教授、新加坡國立大學風險管理研究所信用研究行動計畫（CRI）主任段錦泉, 與亞洲大學副校長林蔚君-也是科技部Gloria中亞聯大國際產學聯盟之亞洲大學總營運長等, 分別從API經濟、金融科技、開放銀行、工業4.0及智慧製造、供應鏈金融和時間銀行區塊鏈等主題剖析金融業及製造業數位轉型之路。

台灣人工智慧學校台中分校在亞大開學！

國際產學聯盟促成亞洲大學於今年8月開始成為台灣人工智慧學校的主要贊助商。

Future Finance and Healthcare Hackathon

To encourage more participation in OR, analytics, and AI, INFORMS and Asia University will be hosting Future Finance and Healthcare Hackathon from 2018/6/15 to 6/17 at the Taipei International Convention Center. Competing teams are required to apply analytics, AI, data science and blockchain on finance and healthcare. Whoever is interested in future fi-nance and healthcare, has brilliant ideas, and think creatively is welcome to sign up for a chance to win up to US$10,000. The finance and healthcare industry is undergoing a great change. As the technology and applications of AI, blockchain, cloud and IoT are growing rapidly, existing business models are forced to change, especially with the introduction of cryptocurrency, which speeds up innovations, and thereaf-ter, token economies ensue. Benefited from the development of fintech, we have seen the integration of healthcare and fintech. Whoever cracks the rules will gain the advantage in this fierce competition. The Future Finance and Healthcare Hackathon is scheduled to take place from 5/18 to 6/17 for 54 hours consecutively. 區塊鏈與加密貨幣發展如火如荼
近一年來，區塊鏈與加密貨幣在國際上快速發展，台灣也掌握機會，跟著國際趨勢積極投入。為支持區塊鏈與加密貨幣業者推動負責任的創新應用，引導產業正向發展，並防止投機份子，藉機炒作斂財，導致惡幣驅逐良幣，影響創新產業發展，「台灣金融科技協會」和「立法院區塊鏈推動連線」，與一群對台灣區塊鏈產業發展有熱忱的產官學研領袖、相關業者、國際友人，共同於2018年5月22日在立法院一起宣布成立「區塊鏈暨加密貨幣自律組織」。逾百位與會者在成立大會上同聲宣讀了自律宣言，這是大家凝聚共識的開始，期望透過產業自律合作，共同遵循高標準的規範，為還在萌芽階段的台灣區塊鏈與加密貨幣產業，共同努力，創造商機，讓台灣成為全球快速發展中的區塊鏈產業的樞紐。

業界自律凝聚共識，推動政府採行低度監管
區塊鏈是一個新興快速發展的行業，加密貨幣交易價格暴漲暴跌，投機和詐騙也隨之而起，因為許多模式變化太快，尚無監理法規，或處於監管法規的模糊地帶。同時，區塊鏈有著跨國發展的特性，單一政府在其中能管制的力道有限，因此在政府還不知道如何有效監管的時刻，業者更應該自發負責自律，讓政府可以低度管制的方式，創造友善環境，讓這具高成長潛能的創新產業可以蓬勃的發展。

自律合作，共榮共好
自律組織的籌備發起，只是一個開始，接下來將安排一連串的小聚與會議，除了交流外，也邀請區塊鏈愛好者集思廣益，找出交易所運作與加密貨幣發行營運銷售及ICO資訊透明化與保護消費者權益的最佳典範(best practices)，以研擬一個具體可行的自律機制，讓這個自律組織的運作步上軌道。台灣金融科技協會將在2018/6/8下午3:30~5:30於台大集思會議中心米開朗基羅廳(台北市羅斯福路四段85號 B1) 舉辦SRO成立後的第一個論壇「區塊鏈與加密貨幣產業發展與自律規範」，由臺灣金融科技協會王可言理事長主持，與談人包括金管會鄭貞茂副主委、自律組織的共同發起人 許毓仁委員、蔡玉玲前政委、AMIS劉世偉執行長、與相關業者一同探討「區塊鏈與加密貨幣自律規範與產業發展」，請您來共襄盛舉。

Blockchain and Cryptocurrency’s Development in Full Swing

The development of blockchain and cryptocurrency has been in full swing  worldwide for the past year. Taiwan has also taken the opportunity to follow the international trends. In order to support blockchain and cryptocurrency operators for their responsible innovative applications, to guide the industry development to the right direction, and to avoid speculation that may deter the development of the industry,Taiwan FinTech Association, along with Parliamentary Coalition for Blockchain, experts, scholars, and operators have announced to found Taiwan Crypto Blockchain Self-Regulatory Organization on 2018/5/22 at the Legislative Yuan. More than 100 participants read out a self-regulation declaration at the ceremony that marked the start of consensus, hoping to work together to create business opportunities and make Taiwan the center of the fast-growing global blockchain development.

 

Calling for Low Regulation, Gaining Consensus on Self-regulation

Blockchain is a rising business field that has been developing rapidly. The market values of cryptocurrencies rise and fall sharply that results in speculations and frauds. Since these  patterns are changing so quickly, either there are no regulations yet, or the regulations are not comprehensive enough to monitor trading activities. Besides, going on cross-border is a feature of blockchain; therefore the monitoring strength of a single country is limited. While the government is still figuring out how to effectively monitor the market, operators ought to be regulating themselves in a responsible manner allowing the government to adopt a lower regulation to create a friendly environment for this innovation industry of high growth potential to flourish.

 

Cooperation and Self-regulation for a Win-win Situation

Setting up a self-regulatory organization is merely a start followed by numerous get-togethers and meetings during which blockchain followers will be invited to brainstorm how the exchange works, how cryptocurrencies are published and traded, and how information is kept open to the public in order to protect the rights and interests of consumers, hence setting an example for best practice. A concrete, practical self-regulatory system is hoped to be in place to allow the organization to run smoothly. Taiwan FinTech Association is holding its first forum since the establishment of SRO, featuring “Development and Self-regulation of Blockchain and Crytocurrency” from 3:30 to 5:30 PM, 2018/6/8, at Michelangelo Hall, GIS NTU Convention Center, B1F, No. 85, Sec. 4, Roosevelt Rd., Taipei. The forum will be hosted by Dr. Ko-Yang Wang, president of Taiwan FinTech Association. The panelists include Mr. Cheng-Mount Cheng, vice chairman of the Financial Supervisory Commission, legislator Yu-Jen Hsu, Ms. Yu-Lin Tsai, ex-administrative councilor, Mr. Alex Liu, CEO of AMIS, and other related operators. Objectives

In this information booming age, applying AI technology provides corpora-tions with valuable information by effectively using big data, and facilitates strategic decision making. 講師資訊

Lecturers’ Information

陳昆皇博士

亞洲大學大數據研究中心研究員，多年投入大數據分析與人工智慧研究，參與多項金融科技、生醫訊號處理、醫療資訊探勘專案。具備近二十篇SCI國際期刊發表以及多項專利。

蔡其杭博士

台大資訊工程博士，曾任資策會前瞻所組長、臺灣金融科技公司技術協理。為電腦視覺、文字探勘分析技術專家，專注於非結構化資訊的大數據分析。具備10年以上深厚的技術研發經驗，熟悉python程式語言與AWS雲端應用架構。於結合深度學習與傳統分析技術，用以打造金融、零售相關領域新興應用具有實戰經驗。

陳明德博士

中山資訊工程博士，曾任凌網科技工程師、資策會中區處正工程師、紡織所雲分部工程師。為資訊安全、機器學習分析技術專家，專注於機器學習理論應用與模型分析，深具6年以上的技術與系統開發經驗，熟悉Python程式語言、機器學習模型應用架構、人工智慧TensorFlow。對於機器學習與資安應用分析，用以打造安全、人工智慧化新興應用具備相關實戰經驗。

陳昆皇博士

Dr. Kung-Huang Chen is a researcher at the Big Data Research Center of Asia University. Dr. Chen has been deeply involved in big data and AI re-search for years, taking part in numerous projects on areas such as fintech, biomedical signal processing, and medical data mining. Dr. Chen has published 20 SCI papers on various international journals and owns several patents.

蔡其杭博士

Dr. Chi-Hang Tsai graduated from National Taiwan University with a doc-toral degree in information engineering, worked at the Institute for Innova-tion Industry as a department head, and is currently associate technical manager at Fusions360. Dr. Tsai specializes in computer visualization, text mining, text analytics, and unstructured data analytics. Dr. Tsai has had more than 10 years of research and practical experience in fintech and retailing, and is familiar with Python program language and AWS cloud structure.

陳明德博士

Prof. Min-Te Chen graduated frorm National Sun Yat-sen University with a doctoral degree in information engineer, worked at Hyweb Technology, and as an engineer, the Institute for Innovation Industry, Central Divison as an engineer. Prof. Chen is an expert in information security, machine learning and analytics specializing in machine learning theory and appli-cation as well as model analysis. Prof. Chen has had more than 6-year experience of technical and system development, is familiar with Python program language, machine learning model application, AI TensorFlow, with practical experience specially in information security application and analysis, and AI application.

  2. 學員上課時需於簽到 / 退表完成簽到及簽退作業，缺課時數以累計方式計算。
