International AI & Blockchain Consortium

About

“China Asia Associated University” constitutes of Asia University and China Medical University. This university system has pioneering research resource in health care, and is the only university system in Taiwan that focused on “Smart Health Care,” ”Smart Retail,” and “FinTech.” Recognizing the resource and potential of China Asia Associated University, the Ministry of Science and Technology in Taiwan supported them in founding “International AI & Blockchain Consortium”(iABC).

iABC focuses on the high demand of health care and current progress of a full-stack smart health care industry. iABC combines the resources from Asia University and China Medical University, including research centers and 14 associated hospitals, and aims to formulate an ecosystem that bridges the healthcare industry and domestic and international researchers.

iABC offices are in Taipei and Taichung, two of the major cities in Taiwan. The offices facilitate the networking between research, industry and talents, and in the long-term support Taiwanese health care industry in creating innovative values which would be recognized internationally.

The following graph specifies more specific goals of iABC:

  1. Build a international ecosystem to accelarate advanced technologies
  2. Bridge the industry and academia domestically and internationally to foster competitive edges
  3. Promote innovation, start-up development and international strategic collaborations
  4. Act as a think-tank for the government
  5. Incubate AI and Blockchain talents

iABC looks forward to working with domestic and international partners from academia and industry in facilitating healthcare solutions that can be implemented by the industry. We will provide consultations to assist our members in improving their Research & Development, implementing solutions and customizing their transformation plan or their innovative service design. iABC is confident to upgrade its member’s competitive edge and product/service value, and bring Taiwanese healthcare products and services to international markets.

「中亞聯合大學系統」是由「亞洲大學」與「中國醫藥大學」兩所大學結盟而成的系統學校,長期於健康照護專業領域掌握前瞻研究資源,榮獲科技部「國際產學聯盟」政策支持,成立「人工智慧暨區塊鏈國際產學聯盟(以下簡稱本聯盟)」,為全台唯一以健康照護出發,將人工智慧與區塊鏈技術布局在「新健康」、「新零售」、「新金融」三大未來趨勢之聯合大學系統。

本聯盟的運作特色,除了看準全球對健康照護的高度需求與重視,以及全鏈路新健康照護產業的變革,且是奠基於亞洲大學與中國醫藥大學兩校所擁有的學術研究菁英、特色研究中心,與14家附屬醫院醫療完整體系,更目標於擴大結合國內外國際級的研究專家與產業形成生態圈,成為長期系統性經營的關係網絡。

本聯盟將透過台中、台北雙核心辦公室的成立,讓研究、產業、人才資源能夠引流互助,發揮更大的效用,引領台灣健康照護產學合作的創新價值與國際化升級。

其具體達成目標如下:

  1. 建立國際級生態圈,促進前瞻技術發展與累積。
  2. 媒合國內外產學,創造國際整合與前瞻創新競爭力。
  3. 推動產業創新與新創發展以及國際策略合作。
  4. 扮演政府策略發展智庫。
  5. 加速人工智慧與區塊鏈人才培育。

本聯盟期待能夠與國內外產學研合作夥伴攜手,共同促成帶動產業升級層面包括加值轉換成健康照護醫療產業能接受、技轉、使用、及改進的解決方案,創造加成整合價值,推廣於企業會員及產業;協助會員提升其接收先進研發成果的能力、提供顧問服務,協助採用這些解決方案並客製化推動轉型與創新服務,大幅提升企業的產品/服務價值與競爭力。透過形成國內第一個國際級的人工智慧與區塊鏈健康照護生態系,銜接國際合作,打造台灣的智慧健康照護醫療國際級品牌,將台灣健康照護生態系推到國際舞台。

亞洲大學 人工智慧暨區塊鏈國際產學聯盟

為推動國際產學聯盟積極運作,亞洲大學於2018年1月新設「人工智慧暨區塊鏈國際產學聯盟營運中心」,透過產業聯絡中心以及產學營運處的協作,提高校內資源整合綜效,共同強化國際產學接軌與互助升級。同時,透過校內「大數據研究中心」、「金融科技與區塊鏈研究中心」、「人工智慧研究中心」、「3D列印研究中心」、「創新與循環經濟研究中心」、「食品安全檢測中心」等六大研究中心整合,擴大本聯盟之研究能量與動能,以多元研究成果挹注產業,促進產業國際化與升級。

In January 2018, Asia University founded the International AI & Blockchain Consortium (iABC) for promoting international academia-industry collaborations. iABC’s Industrial liaison Center and operation center integrate resources within the university to strengthen the ties of international academia-industry collaborations. iABC also brings together the 6 research centers in the university, whose researching resources will serve as supports for R&Ds in the industry.

Industrial Liaison Center promotes and facilitates the communication between industry and academia. The center is comprised of 3 sub-centers: “Industry Service Center” for recruiting members, technology transfer and cross-industry collaboration, “Startup Service Center” for expending potential business opportunities, increase values in collaborations, and integrating technologies, and “Strategy Service Center” for providing information on the latest industry trends, developing curriculum and communicating with academia.

產學合作研究樞紐 大數據研究中心

主  任 | 林蔚君副校長

亞洲大學於2017年6月成立「大數據與區塊鏈研究中心」,中心致力於結合國際級的研究專家與產業形成生態圈,成為世界指標性的大數據與區塊鏈研究單位。培養大數據與區塊鏈專業人才,領導技術與服務研發創新,協助創造高價值產業解決方案與應用落地。協助台灣發展數據驅動的知識型產業。本中心研發主軸如下:

  • 行動聯網健康
  • 整合大數據、網實系統(CPS)、區塊鏈技術,打造IOT驅動的「行動聯網」健康雲端平台。
  • 建構以民眾為價值導向之「全端整合(Full-Stack)健康聯網生態圈資訊水庫」,透過醫院ERP & HIS、健保資料庫、社群資料庫、線上行為資料庫、環境資料庫、生活型態資料庫整合分析,提供醫院、醫師、護理師全方位即時健康數據情報觀測。
  • 鏈結醫院、民眾、居家、生活移動環節,整合感測及裝置技術研發並提供民眾高端且高值的新型態健康服務。
  • 智慧製造
  • 提供機台預警、異常追蹤、良率分析至良率改善,以及現場排程、生產規劃、需求預測至物料庫存等大數據分析、最佳化演算發開發及應用實驗。
  • 協助製造結構化與非結構化大數據,如機台資料、貨批資料、聯網裝置資料、物料資料、供應商資料、物流資料之儲存與管理架構與系統平台設計。
  • 智慧供應鏈
  • 研發醫院供應鏈以及整合物流系統之各式新興解決方案,如醫院情境監控、資訊追溯機制、藥品需求預測、庫存最佳化、供需平衡機制等。
  • 鏈結醫院上游供應端至下游客戶之End-to-End產業鏈,建立具感知與反應(Sense & Response)的系統架構,提升供應鏈與物流能見度。

產學合作研究樞紐 金融科技與區塊鏈研究中心

在全球金融科技趨勢衝擊下,傳統金融服務面臨前所未有的挑戰。各式創新金融科技服務與商業模式因應而生。近年區塊鏈、智能合約等創新技術也開始顛覆傳統金融實務,各國均紛紛投入,成為下一波金融服務保衛戰的重要焦點。本中心目標在於透過國內外專家引進與產官學研合作雙軌並行,加速領域關鍵技術研發與應用創新,驅動中區金融科技積極發展,並與國際趨勢發展並駕齊驅,以培育未來的金融科技人才。

產學合作研究樞紐 3D列印研究中心

主  任 | 陳大正 副校長兼教務長

亞洲大學3D列印中心與中醫大附設醫院、美國喬治亞理工學院合作,希望在3D列印醫療應用上與國際先進技術接軌,提供醫療產業前瞻的客製化D列印醫療產品,以提昇台灣之全球能見度。短期內擬在牙科、醫學模型、復健輔具及神經外科等研發方向,透過先進的工程及3D列印技術,應用陶瓷、塑料、金屬等材料進行研發;中期則以手術用具、植入物、藥物傳送、醫學訓練等應用為方向,偏重生物相容性材質開發及金屬植入物之應用,希望對人體器官有完整且準確的分析;長期目標則以幹細胞、人工器官、再生醫學為重點,發展前瞻的醫療解決方案。

本中心利用資訊、設計與工程技術,開發創新3D列印產品及雲端醫療平台,幫助國內外弱勢醫療區域提升醫療水準及生命品質,成為世界級優質醫療創新平台及建構 跨國際及跨領域之創新醫材中心。

產學合作研究樞紐 人工智慧研究中心

因應人工智慧發展趨勢,亞洲大學於2017年底成立人工智慧研究中心,提升應用人工智慧以掌握研究領先之優勢,並結合中國醫藥大學專家學者,推動兩校教學、研究、服務等交流事項,以達到智慧醫療、智慧教育及各項跨領域研究之目標。

人工智慧研究中心任務包含規劃與建置本校人工智慧研究平台、規劃與整合智慧醫療及智慧教育相關資料庫、規劃與執行有關人工智慧之學術交流、研究發展與產學事宜、規劃與執行有關人工智慧之推廣服務相關事宜、規劃與執行有關人工智慧人才培訓與推廣教育相關事宜以及規劃與發展人工智慧研究相關工具與模組。

產學合作研究樞紐 創新與循環經濟研究中心

主  任 | 曾明朗 特聘教授

創新與循環經濟研究中心的主要使命是成為循環經濟的開創性研究和專業知識的主要國際來源,以及成為亞洲運行的特定政策和業務環境之中心。該中心旨在成為循環經濟的主要樞紐之一,綜合學術投入和實踐者的共同研究目標和相關舉措。 中心通過專門的研究項目、相關學術活動、網絡和訊息、資源開發和傳播與創新、創新科技的技術/服務和系統相關,為當前和未來的可持續發展影響提供解決方案。本中心主要研發目標如下:

  • 改善資源的安全性和減少對進口資源的依賴:對原始材料的需求減少。
  • 減少環境影響:包括大幅度減少溫室氣體排放。
  • 經濟效益:包括增長和創新的新機會,以及與提高資源效率的相關節約。
  • 社會福利:涵蓋所有技能水平的新工作機會創造、消費者行為改變,而有更好的健康和安全福利與環境。

產學合作研究樞紐 食品安全檢測中心

主  任 | 蔣育錚 特聘教授

亞洲大學食品安全檢測中心針對食品中微生物、基因檢驗及食品化學與毒物,透過測試領域中的生物及化學技術的檢測,建立檢驗能力以落實食品安全衛生之檢測及監測制度,確保各項檢驗結果之準確性,實驗室將符合國際品保標準ISO17025及中華民國實驗室認證體系之實驗室,達到政策性要求、自我品質提昇及邁向國際化,並建立運作品質管理系統。

中心設置有食品微生物實驗室,主要負責食品及水中含微生物之檢測;基因檢測實驗室,負責食品中原料來源鑑定及摻偽成分之分析;食品化學與毒物實驗室,主要負責食品營養成分分析、食品添加物、農藥、動物用藥及毒藥物檢驗,可提供業界快速且精準的檢測服務,滿足業者需求,並保障消費者的健康,並提供校內外教師研究計畫相關的檢測服務,提升學術研究以及產學合作能量。

Network Hub to Industry and Academia Collaboration: Big Data Research Center

Asia University founded the Big Data Research Center in June, 2017. The research center has recruited world-class experts and researcher, and aims to form an ecosystem with close collaborations with the industry. The center dedicates to incubate talents in big data to lead the research and development in the field, and to provide consultations for the industry in terms of creating and implementing solutions. The Center will power the advancement of data-driven, knowledge-based industries in Taiwan, and become a leading big data and blockchain research center in the world.
The center focuses on the following research fields:

  1. I – Mobile Internet Device Healthcare System
    • Build a cloud platform for “Mobile Internet Health Care,” which is driven by IoT, CPS and big data.。
    • Construct a people-centric “Fill-Stack Health Care Internet Ecosystem Database,” which provide hospitals and medical experts comprehensive and real-time health data, by integrating and analyzing data from ERP&HIS, National Healthcare Database, Digital Behavior Database, Environment Database and Lifestyle Database.
    • Connect the segments of hospitals, households, transportations and personal devices, and provide advanced and valuable healthcare services.
  2. II – Smart Manufacturing
    •  Offer solutions such as machine monitoring and alarming system, yield rate analysis and improvement, intelligent scheduling and planning, demand prediction and inventory tracking, based on data analysis, algorithm development and experiments.
    • Offer consultations on designing, tracking and storing structured and non-structured data, e.g. data of machines, goods, IoT devices, ingredients, suppliers and logistics.
      • Develop innovative solutions for hospital supply chain and logistics, e.g. hospital monitoring, data tracking mechanism, medicine demand prediction, stock optimizing and supply-demand balancing mechanisms.
      • Connect the end-to-end supply chain between the supplier and the clients, and build a system for Sense and Response to improve supply chains.Smart Supply Chain

Traditional financial services have faced grave challenges under the wave of FinTech innovative services and business models. Technologies like Blockchain and Smart Contract has revolutionized traditional financial services and has become the center of inventing interests. The center aims to accelerate the development and applications of these technologies by engaging domestic and international experts and facilitating the collaborations between academia, government and the industry. Our goal is to drive forward the FinTech development in central Taiwan and incubate FinTech talents.

Network Hub to Industry and Academia Collaboration: 3D3D Printing Medical Research Institute

Director | Prof. Ta-Cheng Chen, Ph. D., Vice President/Dean of Academic Affairs, Asia University

The 3D Printing Medical Research Institute of Asia University collaborates with China Medical University Hospital and Georgia Institute of Technology to achieve world-class 3D medical applications. The institute aims to produce customizable 3D printing medical products for the healthcare industry, and thus increase the visibility of Taiwanese medical products in the international market.

In the short term, the institute would focus on the development of dentistry, neurosurgery, medical training models and rehabilitation aids with ceramic, plastic and metal. The institute’s midterm goal is to focus on developing surgery tools, implants, medicine transmission and medical training tools with metal and biocompatible materials. In the long term, the institute aims to develop advanced medical solutions that focus on stem cells, artificial organs and regenerative medicine.

The 3D Printing Medical Research Institute strives to become a leader in innovative medical materials with offer services internationally and across different disciplines by developing innovative 3D printed product and a cloud platform for health care. With resources in informatics, design and engineering, the institute aids areas with scarce medical resources.

Network Hub to Industry and Academia Collaboration: Artificial Intelligence Research Center

Director | Prof. Jen-Hua Yang (or Stephen J. H. Yang), Ph. D., Vice President of Asia University

Asia University founded Artificial Intelligence Research Center in 2017 to stay atop on the waves of AI developments. The center collaborates with experts from China Medical University and promotes research, teaching and services between the two universities.
By effectively combining the resources, the center aims to achieve multidisciplinary research goals in smart health care and smart education.

The missions of the Artificial Intelligence Research Center are to plan and build a platform for AI research, map out and integrate databases of smart health care and smart education, promote scholarly exchanges and talent incubation in the field of AI and develop AI research related tools and modules.

Network Hub to Industry and Academia Collaboration: Institute for Innovation and Circular Economy

Director | Prof. Ming-Lang Tseng, Ph. D

The missions of Institute for Innovation and Circular Economy are to become a major international source for research and knowledge of Circular Economy, and to become the center of the policies and business in Asia. The center brings together researchers and applicants in the industry by coordinating the common goals of the two parties. The Center provides solutions by exploring potential resource and researching innovative technologies, services and systems.
The research and development goals of the center are:

  • Improve the safety of resources and decrease the dependency on imported resources: reduce the need for raw materials
  • Reduce environmental impacts: including cutting down greenhouse gas emission by a great margin
  • Increase economic benefits: expend potential opportunities and upgrade the efficiency of resource consumption
  • Take on social responsibility: create new job opportunities, change consumer behaviors, and thus creating a healthier and safer environment

Network Hub to Industry and Academia Collaboration:
Food Safety and Inspection Center

Director | Prof. Yu-Cheng Chiang, Ph. D.

The Food Safety and Inspection Center of Asia University examine the microbes, genes, chemicals and toxins in food by conducing biological and chemical tests. With the test results, the center improves the food inspection process and the monitoring and testing system. The laboratories of the center will comply with international standard, ISO17025, and be certified by CNLA.

The Microbes Laboratory examines the microbes in food and water. The Genetic Tests Laboratory examines the sources and content of food ingredients. The Chemicals and Toxins Laboratory analysis the nutritional content, the food additives, agriculture chemicals, drugs in animal produce and toxins. The laboratories provide fast and precise tests for the industry, which provide services for businesses, guarantees consumers health and support faculty’s research projects.
