[reproduced] China Asia Associated University Works with Taiwan AI Academy to Focus on AI Talents Development and Research as well as to Solidify Industrial and Academic Cooperations.

Taiwan AI Academy chose to team up with China Asia Associated University in order to upgrade the industry. An agreement was signed yesterday to mark the start of the cooperation between the two parties. As President, Asia University, Dr. Jeffrey J. P. Tsai indicated, China Asia Associated University will dedicate to AI talents development and research as well as solidifying academic and industrial cooperations. Dr. Sheng-Wei Chen, CEO of Taiwan AI Academy, pointed out, both sides will join hands to cultivate AI talents so as to let Taiwan jump on the fast growing AI bandwagon.

Taiwan AI Academy was established by the Foundation of Technology and Ecology Development. China Medical University and China Asia Associated University, an affiliation of Asia University, were selected as partners in central Taiwan to work together on the cultivation of high-level AI talents by offering advanced programs aiming to elevate Taiwan’s AI industry.

As Dr. Tsai said in the agreement signing ceremony, Asia University has, besides promoting AI general knowledge, AI College, FinTech Blockchain Center, Big Data Research Center, AI Research Center, AI Medicare and Assistive Devices Application Center, and 3D Medicare Application Center that are all geared toward student education, hands-on practice, and cooperations between academia and industry. Viewing from the increasing demand for AI talents and technology, the partnership of China Asia Associated University and Taiwan AI Academy will help greatly in talents development and make a contribution to the industry.

“Make AI germinate and bring forth development for the industry in Taiwan,” stated Dr. Chen, CEO of Taiwan AI Academy. He went on to say, “The mission of the academy is to cultivate AI talents for the purpose of increasing Taiwan’s industrial competitivity, through a systematic way and in a massive scale, hoping to develop AI talents in tens of thousands.” Dr. Chen added at the end, “Let talent drought be no more a hurdle for the industry.”

Dr. Shian-Shyong Tseng, vice president of Asia University and dean of College of AI also pointed out, Asia University will collaborate with China Asia Associated University to provide AI solutions for industry operators, work on academic research, offer exclusive courses, and host AI forums. Qualified students from Asia Associated University will be hired as full-time TAs, with a monthly salary from NT$50,000 to NT$100,000.

AI, Key to the Fourth Wave of Technological Innovation

as Dr. Nicholas Hall, president of INFORMS, expressed, INFORMS is an international institute that weighs equally on both academia and industry.  In the era of big data, providing solutions through effective use of analytics can save not just cost, even lives. INFORMS is currently having members in over 90 nations around the world, and is on its way to reach the target of 100 nations. As Dr. Yu-Chin Hsu, deputy minister  of Ministry of Science and Technology, addressed in the opening ceremony, “The fourth wave of technological innovation led by AI is currently underway; whether for new ventures or industry transformation, AI is no doubt the key.”

Thanks to Dr. Grace Lin, vice president of Asia University and 2018 INFORMS conference general chair, elite scholars and national academicians were invited to deliver more than 40 keynote speeches, and nearing 1,000 papers were published in the conference. According to Dr. Lin, Asia University has been dedicating to international academic exchange, and hopefully Asia University iABC may look out for strategic partners on the occasion of this event. Top scientists all over the world have gathered in the conference that brought in tremendous energy for the development of academia and industry alike. In the meantime, it is also hoped that this will be an opportunity to open up channels for international cooperations through GLORIA.

 

AI, Critical in Initiating an Industrial Revolution

Renowned scholars and industry experts such as Prof. Chris Tang of UCLA, Dr. John Buzacott, also known as the Father of Smart Manufacturing, Prof. Ed Kaplan of Yale University. Perf. David Yao of Columbia University, Prof. Shmuel S. Oren of UC Berkley, Prof. Ramayya Krishnan dean of Heinz College at Carnegie Mellon University, Prof. Lan Khin Yong, vice president of Nanyang Technological University, Singapore, and Prof. Ling Sam, dean of academic affairs at Nanyang Technological University all share a common view that AI and analytics are critical in industrial revolution and creating a better life.

The 2018 INFORMS hosted the Future Finance and Healthcare Hackathon for the first time and a forum specially on women of the technology industry. It was a great occasion when scholars and industry experts was able to witness the creativity and communication ability of students in Taiwan, and hopefully to encourage them to come to Taiwan again so as to promote more international exchange.

The competition sparked off innovative ideas in areas like applied computer science, big data analytics, AI application on fintech, and healthcare. The winner “Block Fit” walked away with US$10,000 prize money, exclusively sponsored by Yuanta Financial Holdings and Yuanta Culture and Education Foundation. The winning team put together health, finance, and insurance to motivate people to work out and change their way of life so that they can improve health and living quality, and at the same time get financial benefit from health insurance. As the team name manifested itself, “Block Fit” blended in the concept of blockchain to save and share personal health care, an cross-domain applied innovation from the  health category.

iABC expected to, by means of holding the hackathon, attract foreign industry experts, cultivate talents in AI and blockchain fields, and eventually inspire more elite corporations to join the consortium where members will get a chance to watch and learn to innovate, raise capital and recruit new talents.

[轉貼]亞洲大學國際產學聯盟於INFORMS未來金融暨健康黑克松競賽開跑!

當AI、區塊鏈技術進入金融健康領域,產生了許多顛覆式的創新與改變,受惠新興技術的應用,未來金融與健康照護已有新的創新 應用。6/15-17日在台北登場的「未來金融暨健康照護黑克松」競賽,吸引到國內外30個隊伍參加,各式創新服務進行發想與實作,角逐最高獎金一萬美元,爭取在INFORMS大會向全球業界專家展現創新應用。

INFORMS 是全球最大的資料科學家、智慧分析的國際學會,今年在亞洲大學副校長林蔚君的爭取下,首次在台灣舉辦國際年會。目前已有來自25 個國家、900多篇論文投稿,預計全球近1,000位會員與會;主辦單位也會藉這次國際年會為來自全球1000多位學者專家介紹台北這個美麗的城市、並與國內產業交流,以新思維激盪出新應用。

「未來金融暨健康照護黑克松」由INFORMS、亞洲大學人工智慧暨區塊鏈國際產學聯盟iABC、台灣金融科技協會與台北醫學大學共同主辦,並有政府、金融、醫療、資服、新創、媒體等共同投入、跨業支持,包括科技部國際產學聯盟(GLORIA)、科技部工業工程與管理學門、元大金控、元大文教基金會、你我貸、星展銀行、SAS、台灣金融科技公司、台灣經濟新報以及台商資源國際·台商國際傳媒等單位,尋求跨領域、跨地域的創新應用,同時發掘新世代的創新人才。吸引各大專院校、國際團隊以及新創團隊參與。主辦單位預計在17日舉行頒獎典禮、頒發最高獎金一萬元美金給優勝團隊。

台北是全球擁有頂尖科技城市之一,也為全球開放資料指標的龍頭,INFORMS首次舉辦的黑克松選擇在台北舉行,實具有重大意義。配合2018年國際會議的主題:以創新運籌、分析與人工智能創造更美好的世界,這次競賽中激發出來的絕佳點子、先進思維、以及積極參與的態度,不僅能夠創造更美好的世界、也開啟新金融、新健康的大商機。

亞洲大學iABC以學研角度參與促成「台灣區塊鏈暨加密代幣自律組織(TBC SRO)」成立!

區塊鏈與加密代幣的去中心化(或多中心化)、帳簿紀錄的不可逆與不易更改、與在缺乏信任的環境中可透過共識機制取得可信賴的決策等特性,在許多產業都有顛覆性的運用。自去年六月起,ICO募資已顛覆了創投早期投資模式,成為區塊鏈新創的主要募資模式。較之傳統募資,ICO有幾個優點:大幅縮短了投資者獲利退出的期間、創新者較易取得較多的資金、以及讓消費者與投資大眾可以早期參與投資或價值創造等。ICO 快速獲利的誘因使得不少投資人踴躍投入,但是由於ICO門檻低,資訊不透明,容易被投機份子操縱,詐欺,也使得幣值暴漲暴跌,投資風險急遽升高。台灣近期掀起ICO熱,民眾對ICO具高度興趣,投機份子也開始湧入,鼓吹暴利。台灣有成立SRO,避免劣幣驅逐良幣的急迫性與必要性。臺灣金融科技協會王可言理事長表示,自律組織的籌備與發起主要是要建立交易所運作、加密代幣發行、營運、推廣、銷售、資訊透明化、與保護消費者權益等的最低規則與最佳典範。協會與自律組織會夥同業者研擬具體可行自律機制,讓組織成員以高標準自律運作步上軌道。王可言也說明協會希望與業者共同努力、發展與自律並重,把握商機,建立誠信品牌,改善 ICO 市場秩序,引領產業正向發展。協會和區塊鍊自律組織也會依生態圈業務特性、積極訂定自律條款,透過自律組織與自願訊息披露平台,增加透明度、打造一個健全的區塊鏈應用發展環境。協助業者開發,培養本土的良幣,並和國際接軌,吸引國際人才與資金,把台灣打造成國際區塊鏈樞紐。

對於ICO,金管會副主委鄭貞茂首先建議業者用Crypto-assets(加密資產)取代Cryptocurrency(加密代幣),因為「代幣」這個詞容易讓人迷失焦點。鄭貞茂並指出目前面臨最大的疑慮,就是ICO合法性仍舊未明確,新創業者若不小心,有觸法的可能。他呼籲有疑慮的業者,都可以向金管會提問,由主管機關來協助。另外,對於ICO的稅制(交易稅及營業所得稅)應該要做一個合理、具說服力的評估報告和說帖,來和政府主管機構溝通,以避免稅負過高阻礙ICO的發展。金管也會與財政部持續協商。 此外,鄭貞茂也指出創新的發展,民間的腳步比公部門快得很多,他認為此自律組織的成立將面臨很多實際問題,到時還需就各別議題來和政府協商。他強調現階段要透過立法克服相關問題緩不濟急,如金融沙盒監理條例立法協調一年多才上路,如要特別為 ICO 立法,可能還要兩、三年,因此現階段建議利用現有法規以及民間自律去做。更重要的是,SRO的規範需有一定的嚴格標準與自制力,才得以發揮相互監督自律之效。

前政委蔡玉玲律師表示,因為ICO的範圍擴及全球之故,對於ICO的監理,政府其實力有未逮,能監督管制的部分有限,建議政府不要採取「剛性管制」,可採低度管制,從立法院支持業者自律,創造友善環境。這也突顯了SRO自律的重要性,蔡玉玲強調:ICO發行方與投資者之間有著「資訊不對稱」造成容易詐欺的問題,因此需要一個公開透明的平台,讓發幣者揭露足夠的資訊;資訊揭露得越多,投資者可以檢視評估以降低風險的能力也越大。台灣金融科技協會的任務除了組織SRO建立高標準自律外,還要建立一個資訊透明對等的平台。共同發起Global ICO Transparency Alliance (GITA) 的目的就是為 ICO 業者建立自律框架、提高透明度和問責機制。 GITA其他成員包含香港、日本、南韓、越南、以及其他歐洲的區塊鍊與ICO協會。國際化的成員加入,能使 GITA 所揭露的不只是台灣的 ICO,而是全球的資訊。期盼平台能在年底以前上線,提供使用與查詢。讓台灣於ICO領域展現發光發熱的潛力。

亞洲大學金融科技區塊鏈研究中心自成立以來積極投入區塊鏈技術研究,期盼在堅守法遵的原則下,推動區塊鏈的產業應用落地。也因此以學研角度參與促成「台灣區塊鏈暨加密代幣自律組織(TBC SRO)」成立。同時亦受邀於「立法院推動區塊鏈連線暨產業自律組織」,支持成立大會招開,期盼在產官學研的共同努力下促使法遵與技術共融,加速國內區塊鏈產業創新領先!

亞洲大學國際產學聯盟迎接人工智慧與區塊鏈熱潮,「3D醫療列印技術」與「慈善募資區塊鏈技術」於2018 COMPUTEX登場

全球已邁入智慧型的數位經濟時代,人工智慧(AI)與區塊鏈(Blockchain)等新興科技,在各行各業都開始產生顛覆式的創新應用與突破。亞洲大學在科技部支持下,推動「人工智慧暨區塊鏈國際產學聯盟(iABC, International AI & Blockchain Consortium)」,目標以在地AI、Blockchain學術研究成果與產業接軌,推動「新健康」、「新零售」、「新金融」三大未來趨勢之整合應用。聯盟透過提供課程講座、共同研究、示範驗證、客製研發等服務項目建立產學合作模式,為企業會員在AI、Blockchain趨勢、技術、商業掌握上提出貢獻,讓學校研究能力與成果為企業所用,同時從人才培訓、創新推動到技術升級,協助台灣企業提升國際競爭力。

此次Computex參展,亞洲大學以「3D醫療列印技術」亮相。亞洲大學3D列印研究中心在與中國醫藥大學附設醫院3D列印醫療研發中心以及長陽生醫國際公司長期合作,成功將3D列印技術應用在醫療相關領域,包含臨床外科輔助,手術輔具,手術導版、醫學教學模型與客製化醫材等。近期更投入細胞列印,未來在降解植入物及再生醫學等將是新的發展目標與重點。現階段,亞洲大學已採用現有陶瓷、塑料、金屬等材料,結合先進的工程開發及3D列印技術,發展前瞻且平價之3D列印醫療產品,提供醫療產業客製化且創新解決方案。藉由利用3D列印的可列印尺寸、多元材料種類、專屬客製化之優勢,可取代傳統醫療副木之限制。未來也計劃結合社群製造與社群工藝,開發高階客製化之醫療副木於臨床端使用。

同時,亞洲大學國際產學聯盟媒合校內金融科技區塊鏈技術研究中心與3D列印研究中心進行跨領域合作,進行「慈善募資區塊鏈技術」研究,且完成以太坊(Ethereum)區塊鏈與代幣發行技術實驗。於此次Computex參展中,也將展示如何藉由區塊鏈技術提高小額捐款效率、透明化捐款運用,並結合代幣獎勵智能合約,擴大慈善募資效應,降低經濟弱勢民眾醫療負擔。此系統未來更可以擴充到醫界、患者與3D列印廠商之間的3D列印醫療電子採購交易平台,提高客製化醫材的製作效率,升級我國的醫療水平。

這次的整合展示,科技部陳良基部長亦親臨現場觀摩。亞洲大學林蔚君副校長除了親自說明國際產學聯盟透過產學合作的研發成果,也表示希望吸引相關企業加入聯盟會員及推動產學合作研發計畫,加速「3D醫療列印技術」以及「慈善募資區塊鏈技術」的應用與商業運轉,掌握新健康、新零售與新金融龐大商機。

開發治療兒童弱視特殊眼鏡

微型馬達齒輪推動眼鏡邊框之黑色遮光裝置

計畫內容摘要:

弱視是非常常見的小兒視力,盛行率大約2~3%。3到7歲是治療黃金期,如果錯過就很難治療。治療弱視為遮眼療法,傳統方法需用眼罩將健康眼遮蓋好幾個小時,強迫弱視眼多使用,以達到訓練的目的。這樣的治療方法卻因為長時間沒有同時使用雙眼看東西,喪失孩童視力立體感。弱視的治療常需要幾年,所以我們研發 “間歇性可遮蔽式的眼鏡”,利用每次只有遮蔽分鐘,避免長時間用一隻眼睛看東西造成喪失立體感發育。另外為配合治療需求,設計遮蔽時間可調整。配合APP裝置記錄小孩實際使用的時間長短,以作為調整治療方式的參考。這項新發明可同時解決4大問題:治療弱視、保留眼睛立體感、可以每天長時間使用,確實知道治療時間長短。因此這是一種具有特定消費者/使用者的醫療器材的開發。

目前已經使用微型馬達完成核心技術可行性驗證。接下來的開發分成兩大階段:

  • 完成工業設計和機械結構設計。
  • 加入電子設計,製造出功能完整的眼鏡。

每年台灣0-12歲兒童看診中有被診斷弱視人數是2萬3千多,大陸人口0-12歲約1.4億,預估弱視就醫人口如果0.3%(即是42萬弱視兒童就醫)。預估第一年市場滲透率台灣6%/大陸1.5%。第一年可銷售7680副眼鏡。每副4000~5000元,共有營業額3070~4400萬。電子遮光治療弱視眼鏡(Amblyz electronic eye occluder)是唯一的競爭者,但是有許多缺點:因為採用偏光玻璃鏡片造成正常的眼睛光線不足影響眼睛發育也容易近視、因為採用玻璃鏡片重量較重而且有破裂危險、塑鋼鏡框缺乏彈性一半以上的小孩無法配戴、價格昂貴(台幣3.5萬元左右)、缺乏手機連線及分析軟體,無法提供有效資訊給臨床醫師。因此我們的產品具有開發時間短、功能優過目前產品的競爭優勢。
